Ministry of Environment Forests and Climate Change (MoEF&CC) had launched NCAP as a long term, time-bound, national-level strategy to tackle the air pollution problem across India in a comprehensive manner, with a target of 20-30 percent reduction in Particulate Matter concentrations by 2024, keeping 2017 as base year for comparison of concentration. Focused efforts are being made at this stage to attain tangible progress in air quality improvement.

Roles and Responsibilities of IOR

  1. IoRs to get into MOUs with SPCBs/ULAs

  2. To extend all necessary knowledge based support to the SPCBs and ULAs, in agreement with the guidance provided in CPCB/NKN.

  3. May undertake Air quality monitoring work, data analysis, data utilization, compilation, adherence to interpretation protocols and report preparation.

  4. Calibration of CAAQMS, compliance verification work of emission norms as a third party (TPA) to provide independent input to SPCBs/and policy makers.  

  5. Focus on the efficacy and efficiency of various measures including assessment of cost-benefit analysis.

  6.  eg: Efficiency of Mechanized Road Sweeping Machines depends on different types of city roads.•Research papers and findings shall be shared with NKN for review and information, and data utilization shall be governed within the provision of Non-disclosure agreement.

  7. The Institutes are expected to acknowledge the MoEFCC/CPCB/SPCB for availability of data.

  8. All academic correspondences, decisions, assignment etc between SPCB, ULBs and IoRs shall be marked to NKN as nodal agency.
